The White House announced big changes for food stamps. Recipients must work or participate in job training in order to qualify, but the new policy would make it harder for states to request exceptions in areas of high unemployment. The plan would cut aid for an estimated 700,000 Americans. Agriculture secretary Sonny Perdue said it will move more food-stamp recipients “toward self-sufficiency.” Bloomberg
