An advisory panel for the FDA officially recommended Moderna’s COVID-19 vaccine, and the agency is expected to grant it emergency authorization within days. Vox

Meanwhile, the U.S. outbreak has a new epicenter: California set fresh records for infections, and ICU capacity in the southern part of the state is at 0 percent. “The worst is still before us,” said one official. The Washington Post

Federal investigators warned that a sprawling, ongoing cyberattack on the U.S. poses “a grave risk” to governments, infrastructure, and businesses. Russia is believed to be behind the hack. NPR

President-elect Biden is expected to tap Michael Regan, an environmental regulator in North Carolina, to run the EPA and New Mexico representative Deb Haaland to lead the Interior Department. More than 340 kidnapped schoolboys were rescued by Nigerian security forces, according to a state governor. Islamist militant group Boko Haram had claimed responsibility for the abduction. Reuters
